Steps (Settings, Windows 11)

1. Settings > Network & internet > VPN > Add VPN.
2. VPN provider: Windows (built-in).
3. Connection name: RoTunneling.
4. Server name or address: one of the hosts above.
5. VPN type: L2TP/IPsec with pre-shared key, enter key vpn.
6. Type of sign-in info: User name and password; enter your RoTunneling account.
7. Save and connect from the network flyout.

Troubleshooting

• Error 809 (lost server response): enable NAT-T if behind a NAT router:

HKLM\SYSTEM\CurrentControlSet\Services\PolicyAgent\AssumeUDPEncapsulationContextOnSendRule = 2 (DWORD), then restart.

• Error 691 (auth rejected): verify username/password on the website.
• Ensure PAP authentication is allowed in adapter properties (Security tab > Allow these protocols).
