Apple removed the manual "L2TP" option from Settings > VPN starting with iOS 12, but L2TP/IPsec remains supported via a configuration profile (.mobileconfig) — the official remaining path.

Steps

  1. On your iPhone/iPad, open this page in Safari and download the profile: Download the L2TP profile (.mobileconfig)
  2. Settings > General > VPN & Device Management — tap the downloaded profile.
  3. Tap Install, enter your device passcode, then Install again to confirm.
  4. Choose the configuration you want: Romania 1 (buc-1.rotunneling.net) or Romania 2 (buc-2.rotunneling.net).
  5. Settings > VPN — toggle it on; on first connect enter your RoTunneling account username and password.

Troubleshooting

  • "Profile Installation Failed": check that Screen Time / Restrictions isn't blocking profile installs (Settings > Screen Time > Content & Privacy Restrictions).
  • No manual VPN option appears in Settings: expected — on iOS 12+, L2TP is only configured via profile, not manually.
